Zakłady Mechaniczne Plage & Laśkiewicz

Lubelska firma powstałą w lutym 1899 roku. Początkowo produkowano w niej kotły na potrzeby spożywcze i browarnictwa, a dalszej kolejności zaczęto produkować kotły parowe. Zakłady były położone w południowo-zachodniej częśści Lublina - niedaleko lotniska, przy ul.Fabrycznej 26. Cały teren zakładów zajmował ok. 14 ha.

Na podstawie decyzji Ispektoratu Lotnictwa z 12 listopada 1919 roku o produkcji sprzętu lotniczego na terenie kraju, skierowano zapotrzebowanie do Sekcji Żeglugi Powietrznej na wybranie stosownych zakładów produkcyjnych na terenie Polski.

W ramach rozpatrywania wniosków z różnych firm, wybrano ostatecznie ZMPiL. Powodem było dobre położenie zakładów oraz przygotowana podstawowa infrastruktura umożliwiająca realizację zleceń rządowych. Pierwszym takim zleceniem miała być budowa licencyjna włoskich płatowców wojskowych. Decyzja w tej sprawie zapadła 26 listopada 1919 r.

Finalna umowa na produkcję oraz terminy dostaw poszczególnych partii maszyn, została podpisana 14 lutego 1920 r. Określono w niej także detale finansowania przedsięwzięcia. Jednocześnie zawarto w umowie punkt dotyczący obowiązku utworzenie swego biura konstrukcyjnego - celem opracowywania nowych typów samolotów.

Pierwsze obloty wyprodukowanych na licencji w ZMPiL włoskich płatowców miały miejsce w czerwcu 1921 roku. Już wtedy zaczęto zauważać problemy jakościowe w wytwarzanych samolotach (Ansaldo A-300 i

Adam Haber-Włyński. Jego kolega Mroczkowski wcześniej odmówił oblatywania tak przygotowanych płatowców.

Zakłady były położone w południowo-zachodniej części Lublina k\lotniska, przy ul.Fabrycznej 26. Cały teren zakładów zajmował ok. 14 ha. Mieściły się tam biura dyrekcji i konstrukcyjne, wszystkie warsztaty wraz z montownią i lakiernią oraz hangary. Ponadto na ww. terenie były rozmieszczone wytwórnie budowy kotłów oraz karoserii samochodowych. W roku 1921 zakłady zatrudniały już ok. 500 pracowników.

Kontrola jakości stwierdziła m.in. niewłaściwie zaplecione linki, słabo dokręcone śruby pylonów, zardzewiałe okucia i linki ścięgien, oraz przegniłe złącza gumowe. Dodatkowo stwierdzono brak właściwie przygotowanych silników sprowadzanych z Włoch.

MSWojsk. zawiesiło wówczas płatności i renegocjowało kontrakt z 14 lutego 1920 roku. Jego nowa wersja była spisana 14 marca 1923 roku, a zatwierdzono ją pod koniec maja 1923 roku. Oprócz zmian w ilości zamówionych płatowców, wymuszono także zmiany w zarządzie firmy.

Pomimo tych zmian rok później ponownie powołano komisję kontrolną, która zbadała przyczyny wszysskich wypadków na samlotach produkcji ZMPiL i tylko jeden z nich nie był przypisany na poczet winy zakładów. Naturalnie kolejny raport spowodował następne roszady na stanowiskach kierowniczych firmy.

A.1 Balilla, w 1924 roku produkcja została wstrzymana z powodu częstych wypadków na tych typach samolotów. Powodem była niska jakość produkcji skrzydeł spowodowana słabą kontrolą jakości.

Potez XVA2. Kolejne kontrole przeprowadzone w czerwcu 1925 roku wykazały sprzeniewierzenie środków przekazanych przez MSWojsk. Program naprawczy narzucił firmie restrukturyzację oraz zwiększono kontrolę nad przekazywanymi do ZMPiL środkami finansowymi.

W ramach tego kontraktu ZMPiL zakupiło dodatkowe maszyny i urządzenia. Wytwórnia wzięła na siebie także obowiązek dostosowania dokumentacji do polskich warunków technicznych. Fokker F-VIIb/3m. Współpraca z holenderskim producentem była bardzo owocna. Oprócz dostarczenia dobrej dokumentacji technicznej, wsparli także ZMPiL w doborze silników i dostosowaniu konstrukcji samolotu do wybranego przez polskie zakłady napędu.

Fokker F-VIIb opanowano konstrukcję płatów drewnianych krytych sklejką.

Pomimo problemów starano się równolegle opracowywać własne konstrukcje. ZMPiL były bowiem zobligowane przez umowę z polskim rządem do stworzenia własnego biura konstrukcyjnego. Trzeba jednak pamiętać, że pierwotnie zbierano doświadczenia podczas produkcji samolotów licencyjnych.

inż. S. Cywiński opracował i złożył do zaopiniowania władzom lotnictwa wojskowego projekt dwumiejscowego samolotu wywiadowczego Arla-1 (skrót od Arkuszewski i Laśkiewicz). Ponadto w 1923 roku zaprojektował i zbudował w wytwórni dwa szybowce które wzięły udział w I Krajowym Konkursie Ślizgowców.

Lublin R-X. Po wdrożeniu poprawek sugerowanych przez ITBL w listopadzie tego samego roku, samolot przemianowno na R-XIV.

Począwszy od roku 1931 produkowano samolot towarzyszący Lublin R-XIII w różnych odmianach (od B do G), włącznie z odmianami specjalnymi. W 1932 roku biuro konstrukcyjne firmy rozpoczęło projekt samolotu R-XX dla Morskiego Dywizjonu Lotnictwa. Po testach w 1934 roku i korekcie usterek, podpisano umowę na wyprodukowanie sześciu maszyn w latach 1936-37.

W 1935 roku ogłoszono upadłość ZMPiL z powodu dużego zadłużenia firmy. Majątek firmy przejęła spółka formalno prawna pod nazwą Lubelska Wytwórnia Samolotów, będąca faktycznie filią PZL.
